Align Brent to TfL "Walking & Cycling" strategy

Follow blueprint of Camden, Islington, Hackney and other boroughs with similar characteristics to Brent who have excellent progress with improvements to walking and cycling through measures including protected cycling infrastructure, bus gates, LTNs, and more. There is so much we could do in our borough to impact health, climate and social equality by following the example of the aforementioned boroughs, and the positive vision that TfL have laid out.
