The current law is not enforced and therefore ineffective; if people were to be fined and the vehicles confiscated, users would eventually stop using them

This is just not the way to do it. If there were more cycle separated lanes, all these scooters could go there - but the council only hollowly claims there is a "Climate emergency" - they never act. The fact is e scooters are good for active travel and reduce air pollution. The problem is the council and govt both cannot keep up with a changing world. All that should happen is designated cycle lanes where e scooters can safely operate. Also this council has e scooter trials running right now anyway and they are the future

@rishi shah i disagree pavements are used by vehicles just go near nandos in Wembley high rd or next to McDonald's and you see its a parking space which is affecting pedestrians. Am reclaiming the payments for pedestrians and protecting kids from irresponsible parents that the take them for a ride in an escooter. One day a little kid will die walking on a pavement and hit by a vehicle or falling off the escooter. Also bicycle riders do not stop at red lights or zebra crossings, unfortunately the problem is some of the owners of escooters bicycles and skateboards do not respect the highway code and there's no deterrent.

@rishi shah E-scooters are not active travel. They compete with real active travel by being used instead of walking or cycling, and by, in practice, compete for pavement space, discouraging walking. I think they are seen more as a stepping stone to more conventional motor transport than a step down. My understanding is that their lifetime environmental impact may be poor as well, as they are not expected to last long before they break, or are abandoned. I suspect they will end up as a fashion present that will go out of fashion quite quickly. Dedicated bicycle lanes are quite rare, even on priority cycle routes. Discretionary lanes get blocked by parked cars. Very few minor roads have the space to add them, and, if taking space from the carriageway, one would often have to impose parking restrictions in a borough that already has more cars than good parking spaces.

@mitham hamoudi oh believe me I know about the ways cars use pavements and I have been complaining to this council since 2011. I got sick of it and am leaving to move in ~ 1 week. The e scooters are not going anywhere anytime soon, all over the world they are almost being used like TFL cycles. Again you mention cyclists skipping red-lights and so on, but this isnt a problem of the cycle its a problem of the person using the cycle. And you should see how many cars jump reds now, its actually insane and ridiculously dangerous. I have sent hours of footage as proof to the council to no avail. The only way to get anyone to respect and adhere to the highway code is to have police - but we dont have them in Brent We are at the point where parking restrictions are needed, parking enforcement is needed and regular patrols to see how many people jump red lights for police action too. The infrastructure exists the council doesnt want to do anything. This council is just awful and literally don't care about these things, they claim they do but I never see the correct and positive action for it. @David Woolley Well it is active because when standing and using them you do use personal energy and your core strength to not topple over. They are still close to motorised travel but its not a person sitting.
@rishi shah no consequences equals chaos if you come hard put fear then implement the minimum.
Agree. Note this consultation was completed by over 30 people that we know of alone. The system failed for each person - All our responses have not been logged. This needs to be re-run. We had advised the below of the malfunction: 1. Barnhill Councillor Ms G Lloyd. 2. Owl Neighbourhoods Police. 3. Community Safety Gill Close. We were assured that the system was fixed but 1 day before the Consultation closed. We completed the responses again and it did not log the response. The system seems to be malfunctioning still. Can this be re run in the New Year so that Brent can have meaningful data to work with please. Sincerely, Brent Parks Forum Co-ordinator. Barnhill Police Ward Panel Member.

I truly agree with your ideas but it will be very hard to achieve. We have some parents from our school who are not afraid nor of police or a headteacher. Carrying kids on e scooters every single day ,on the busiest pavements, seems like they live on a different planet.I hope some more restrictions will come in hand but so far is very complicated.

@Renata Azar police can by using photo id, as everyone on social media. And children scools can give ID of parents, i am disabled and had two near misses. And still agree with you

@mitham hamoudi The implementation is wrong. The school cannot give ID of parents - this is illegal and also breaks GDPR. There will be huge litigation for anyone attempting. If the e scooter users were given a cycle lane to operate in, it separates the walking public from them, the driving public from them and provides safe passage. This is the clear and only answer. Should add the council is trialing these scooters all over the borough anyway.

@rishi shah I do believe that some training and information would be beneficial for all those who rides those e scooters, same as there always some training for safe cycling. I am not against e scooters (even though it's not most friendly to environment transport same as hybrid or electrical cars) but its shows clearly what can happen when no proper rules are implemented.Anyway,if council is trialing some e scooters around,I hope that all current risks and behavioural issues are highlighted and we will see some positive changes.

@Renata Azar totally in agreement, actually if you hire one of the 'legal' e scooters you do have to complete a training guide. For the most part (at least in Zones 1 and 2) I see those that hire the e scooters usually obey the highway code. ofc there will always be outliers but totally agree on training. In terms of it being environmental - they are definitely more green than a hybrid car because an internal combustion engine (ICE) is emitting pollutants, and its a lot more green than an electric vehicle (EV) too. To be completely honest the materials used for EVs are relatively green, even the batteries have life after they are removed from the cars, not to mention the majority of materials in EVs tend to be made from recycled plastics etc. The body work is trending in that direction from flexi flac and other composites. Anyway its off topic now, but the council needs to educate users

@rishi shah aww, thanks for such informative reply!! Even for me ,non rider or driver -was very useful.I hope we will achieve over a period of time different mindset and less "peacock" behaviour while riding e scooter.
