More car clubs to reduce parking spaces

Parked cars cause congestion which adds to air pollution. Cars parked hardstanding drives ad£ to flooding. Rather than replacing petrol/ diesel cars with electric vehicles the number of cars should be reduced. There needs to be more car clubs. 

Some redundant parking spaces can then be used for dockless bike parking. Bikes should not be on the pavement.
