Why have I received a survey form after the period for feedback has expired?

I've received a message asking for my feedback regarding the proposed PSPO changes in my area, dated after the final date to submit feedback had ended. This, to me, appears to be a classic case of statistical fraud, allowing the organisers to say they've consulted the public, with the accepted replies supporting the organisers views and not those of the general public, since the public are time-barred from responding.

Please can you kindly address this issue? It relates to the PSPO suggestion regarding 'Nuisance Vehicles and the illegal use of Electric Scooters'.
