Brent Local Plan – Scoping Consultation
What will your neighbourhood look like in 2040 and beyond? Let's plan it together.
Brent is preparing a new Local Plan and we want residents, businesses, community groups and all other stakeholders to help shape it from the start.
A Local Plan is the borough's blueprint for the future. It helps decide where new homes, jobs, shops and community facilities should be built, how neighbourhoods should grow, and which green spaces, heritage assets and local landmarks should be protected. It shapes planning decisions across the borough and helps ensure growth happens in the right places.
About this Scoping Consultation
The scoping consultation is the first consultation stage in preparing the new Local Plan.
At this stage, we are asking all stakeholders:
- What the Local Plan should contain
- How they would like to be involved in the Plan Making process
- General ideas about what the plan should look like and say
Your feedback will help inform the next stage of the plan.
This is not a consultation on detailed policies or specific planning applications. Instead, it is about helping to set the direction of the new Local Plan before it is written.
Local Plan Scoping Consultation end date: 23:59 30th September 2026
All responses to the Local Plan consultation must be received by the closing date and must include a name and address to be considered valid. Responses will be made publicly available for any future Local Plan examination.
Context and what we think
A background and context document (linked below) has been prepared to assist respondents participating in our consultation. It also provides some high-level analysis about what council officers think certain key statistics may tell us.
However, this is for information purposes only to support survey responses and not to steer answers in any particular direction. The Council is just as interested to hear what you think based on your experience of the borough.
Call for Sites
As part of preparing the new Local Plan, we are inviting all stakeholders (e.g. landowners, developers, agents, community groups and residents) to suggest sites that may be suitable for development and / or a change of use to help meet the borough’s development needs, including for:
- Housing, including specialist housing
- Employment or commercial uses
- Community facilities and infrastructure
- Open space, green infrastructure or biodiversity improvements
- Other uses that should be considered through the Local Plan

Call for Sites consultation period end date: 31st December 2026
It is important that proof of availability is provided by, for example, providing proof of ownership of the promoter or on the promoter’s behalf. Submitting a site does not mean that it will be automatically allocated in the Local Plan or granted planning permission. All submitted sites will be assessed as part of the plan-making evidence base, and any potential allocation would be considered through later stages of plan making.
