Proposed Changes to Heating and Hot Water Supply at Willesden Green Library

The London Borough of Brent is inviting you to participate in a public consultation regarding proposed changes to the heating and hot water supply to Willesden Green Library (“Library”). The consultation will run from Saturday 9 August to Saturday 20 September 2025.

The Library at Willesden Green officially reopened on Saturday, 12 September 2015, following a significant refurbishment. As part of the redevelopment, Galliford Try plc, the developer, was responsible for constructing an energy centre and heat network to provide heating and hot water to the Library. Linden Homes Limited, the current freeholder, subsequently took over responsibility for the estate. From 2015 onwards, agents acting on behalf of the freeholder invoiced the Council for the library’s usage, which the Council paid.

However, following the transfer of management to the residents’ management company (RTM), difficulties arose with ongoing payments. Despite continued use of heating and hot water by the Library, attempts by the Council to establish a formal agreement in early 2020, and again in 2024/2025, were unsuccessful. The Library continues to receive its heating and hot water from an energy centre located at Newham Close.

The energy centre is operated and maintained by the Newman Close (London) No 5 RTM Company (“RTM”), which has assumed responsibility for managing the estate, including the energy centre itself. The RTM company was set up by the residents of Newman Close. The Council continues to pay for its usage of heating and hot water to the RTM company.

To ensure a reliable and sustainable energy supply, the Council is now considering the following three options regarding the supply of heating and hot water to the library that both aligns with the Council’s sustainability commitments and ensuring the supply of heating and hot water remains uninterrupted. Further details regarding each individual option can be found in the attached documents below.

Option 1 – Heat Agreement with the RTM company.

Option 2 – Replace the existing LTHW with an VRF system

Option 3 – Install high-efficiency Heat Pumps and adjust the BEMS (This is the Council's preferred option)

Brent Council is consulting on changes to the heat supply at Willesden Green Library. The proposed changes would come into effect for the 2026/2027 financial year.

The consultation will run from Saturday 9 August 2025 until Saturday 20 September 2025.

What happens next?

Following the consultation, the future of the heat supply at the Willesden Green Library will be determined by Cabinet in November 2025 and we anticipate that it will be available to view online by November 2025.
