Cumberland Avenue & Whitby Avenue CPZ

We have recently received complaints about parking pressures and abandoned vehicles on Cumberland Avenue and Whitby Avenue in Park Royal. Further to receiving the complaints, officers have visited and observed the parking pressure in the area. It is also acknowledged that new developments in the area are likely to result in more on-street parking pressures in the future, especially for customers to local businesses. This situation has also contributed to traffic congestion and raised road safety concerns. As part of 2025-26 CPZ programme, the Council has therefore agreed for officers to consult you on proposals to change the existing ‘free’ parking spaces on Cumberland Avenue and Whitby Avenue into a formal Controlled Parking Zone (including additional waiting restrictions and shared use parking bays (permit or pay by phone). This will help to reduce long stay parking and increase turnover of parking spaces.

All existing free parking spaces on Cumberland Avenue and Whitby Avenue will be replaced with controlled parking. The existing ‘free’ bays will become shared use (permit or pay by phone) bays. Existing single yellow lines outside vehicular entrances will be updated to double yellow lines to prevent parking that block access.

Parking will be either for permit holder or 'pay by phone’ bays. Businesses will need to purchase permits if they wish to park in the designated bays during the scheme’s operational times they prefer in the questionnaire.
