Proposed Enclosed Dog Area at Paddington Old Cemetery - Phase 2

As part of Brent Council’s ongoing commitment to transparency and inclusive decision making, we are carrying out a public consultation on the future management and use of Paddington Old Cemetery. Brent Council is consulting on a proposal to introduce two secured designated enclosed area within Paddington Old Cemetery where dogs would be allowed to exercise off-lead. 

Following a recent variation to Brent’s Public Spaces Protection Order (PSPO), dogs must now be kept on a lead at all times in Brent cemeteries. This requirement, in place since 10 March 2025, brings Paddington Old Cemetery in line with all other cemeteries in the borough. It was introduced to help maintain a peaceful, respectful and safe environment for all visitors, including those attending funerals or visiting loved ones.

In response to feedback received during the PSPO consultation, the Council is now proposing the introduction of two secure, enclosed areas within sections 3U, 3X, and 3Z of Paddington Old Cemetery where dogs may be exercised off-lead. A map of the proposed areas is attached for reference. These areas are located in the lower left-hand corner of the cemetery and will be clearly fenced, gated, and separate from the rest of the cemetery grounds.

To clarify, the PSPO rules which require dogs to be kept on a lead will still apply and be enforced in all other parts of the cemetery. Therefore, only the proposed enclosed areas would be exempt from the requirement to place a dog on lead, meaning dogs would be permitted off-lead within the two fenced zones.

The proposed combined enclosed space consists of two separate areas, together totalling approximately 1.05 acres. Based on guidance received from animal behaviourists at Battersea Dogs and Cats Home, areas of this size would comfortably accommodate between 1 to 10 dogs, depending on their size and temperament. 

We are now seeking views from those who live near the proposed enclosed area (including residents of Tennyson Road and Lonsdale Road), grave owners and others who have a direct connection to the cemetery. Your feedback will help us shape the proposed enclosed area, understand its potential impact on local residents and cemetery users and guide our next steps. 

The consultation will be open on 9th May 2025 and we kindly ask that you complete the online questionnaire before 30th May 2025.

Once the consultation period ends, all responses will be reviewed carefully before any final decisions are made. Any changes will be implemented with consideration for the respectful, commemorative nature of the cemetery and the needs of all who use the cemetery space.

About the Proposed Area

  • Size: The total area across both enclosures is approximately 1.05 acres
  • Location: Two enclosed areas located in the lower left-hand corner of Paddington Old Cemetery, covering Sections 3U, 3X, and 3Z (see attached map for reference).
  • Fencing: Each enclosure will be surrounded by secure fencing and fitted with self-closing gates to prevent dogs from escaping.

  • Supervision: Dogs must be actively supervised at all times while using the enclosures.
  • Behaviour Expectations: Owners are responsible for ensuring their dogs are well-behaved, sociable, and do not pose a risk to others. Aggressive behaviour will not be tolerated.
  • Number of Dogs: Based on advice from Battersea Dogs and Cats Home, 1 to 10 dogs would be considered suitable for an area of this size, depending on their size and temperament.
  • PSPO Exemption: Dogs may only be off lead within the two enclosed areas. The PSPO requirements still apply everywhere else in the cemetery and dogs must remain on a lead at all times. This will be clearly signposted on-site.
  • All other rules still apply inside and outside the enclosure - for example, dog owners must clean up after their pets and dispose of their dog waste.
