
Review of the Community Impact Zones (CIZ)
Public Consultation on Review of Current Cumulative Impact Zone Assessment of Licensed Premises and Proposal to include two new areas.
Brent Council are undertaking the statutory three year review of the Cumulative Impact Zone (CIZ) Assessment.
The Assessment sets out to establish whether the number and concentration of licensed premises in the area continues to adversely affect the promotion of the licensing objectives such as the prevention of crime and disorder.
The statutory process requires the draft Cumulative Impact Zone Assessment to be consulted on prior to it forming part of the Statement of Licensing Policy. Officers have prepared a draft document which includes statistical evidence from Metropolitan Police.
There is no proposed change to the 10 current cumulative impact zones but we are proposing an additional two new areas of Cricklewood Broadway and Wembley Park.
The proposals being put forward will only affect applications for new licences or variations of existing licences. It would not stop new licenses from being granted, but it would enable Brent Council to manage the growth of the borough’s licensed premises to ensure that their activities do not have an adverse effect on the local area. The CIZs relate to applications for off-licences.
The document will be consulted on for four weeks and views will be sought on the assessment, the current 10 CIZs and the two proposed new zones. This will also be an opportunity for respondents to provide further evidence on new areas or to provide comments on the proposals.
