Kingsbury Library - Residents BINS. Very unhealthy and unhygienic

I live above Kingsbury Library. We have 2 residents bins which are never emptied regularly. They are only emptied when I report them as a missed collection.
Right now they are overflowing and smelly. They make random people use the area as a toilet.
Its a very depressive sight to me. It affects my health and mood.
Could the council prioritise to solve the issue for good. I pay my council tax on time. Can the bins be collected on time without me chasing
