Brent Council Consultation Notice

Brent Council is seeking the views of residents, businesses and other stakeholders on a proposal to introduce a Public Spaces Protection Order (PSPO) for the alleyway located between the rear of 26 Station Parade and 69 Walm Lane, Willesden Green.

Background

The proposed PSPO would enable the reinstatement of controlled access to part of the alleyway in response to persistent anti-social behaviour, including drug use and dealing, alcohol-related nuisance, littering, fly-tipping, and public urination and defecation. The alleyway was previously subject to an alleygating scheme under the Clean Neighbourhoods and Environment Act 2005, with evidence indicating that gates were in place as early as 2014. Following the introduction of the Anti-social Behaviour, Crime and Policing Act 2014, powers relating to gated areas were incorporated within the PSPO framework.

Why We Are Consulting

Brent Council is committed to ensuring that residents, businesses and visitors can enjoy safe, clean and welcoming public spaces. Evidence gathered through reports, complaints and operational activity demonstrates that the alleyway continues to experience significant anti-social behaviour and environmental concerns. Before any decision is made, the Council is required to consult those who may be affected by the proposal.

Proposed Access Arrangements

If the PSPO is introduced, public access to the alleyway would be restricted. Access would continue to be available to residents living above the shops, emergency services, local businesses and their staff, waste collection services, utility providers and authorised Council officers.
